Cabinet Resolution No. (14) dated 01/02/1443 AH and the rules for regulating free and open source government
The purpose of the rules is to enhance opportunities for reusing government software, while providing the opportunity to view and publish the source code, thus opening up the scope of cooperation between government agencies, unifying standards among them, increasing transparency, ending the monopoly of suppliers, and reducing the difficulties of integrating software from more than one source, directing government agencies to the considerations that must be taken into account when purchasing or developing software intended for them, creating a unified policy for government requirements for receiving and reusing government software, thus allowing the right to benefit all government agencies affiliated with it, including the requirements for its delivery and making it widely available on a government scale, establishing the infrastructure requirements necessary for publishing government software in a manner that guarantees the rights of the government agency.

The purpose of the strategy for free and open source government software is to focus on enhancing technical leadership while promoting an effective digital landscape, achieving efficient spending on information technology, and developing a system that contributes to enhancing and growing the digital economy.
